Abstract

This study examines the foreign policy of Afghanistan under the Islamic Emirate following August 2021, a period in which foreign relations have become a significant subject of analysis in international relations and regional politics. The research adopts a qualitative methodology and relies on documentary analysis to explore the foundations, challenges, and opportunities of the Islamic Emirate’s foreign policy, drawing primarily on official messages and decrees issued by its leadership. The theoretical framework combines realism and constructivism in order to capture both the material and ideational dimensions of foreign policy behavior. In this context, the study seeks to understand how national interests, security considerations, and identity-based values interact in shaping external relations. The central research question focuses on identifying the principles articulated in leadership statements that form the basis of foreign policy, and how these principles operate within regional and global environments characterized by both constraints and opportunities. The hypothesis of the study suggests that the Islamic Emirate’s foreign policy is grounded in a dual orientation: the protection of national sovereignty and security on one hand, and the reinforcement of Islamic identity and values on the other. The effectiveness of this policy is therefore dependent on achieving a sustainable balance between these two dimensions. The findings indicate that the key principles include national sovereignty, adherence to Islamic Sharia, active neutrality, economic diplomacy, and selective engagement with the international system. At the same time, the policy faces major challenges such as lack of international recognition, economic sanctions and pressures, historical mistrust, and tensions with the Western-led international order. Conversely, Afghanistan’s strategic geopolitical location, natural resource potential, and opportunities for cooperation with non-Western powers represent important advantages. The study concludes that the success of this foreign policy depends on balancing ideological commitments with pragmatic international engagement.
